Sylvia Sanders

Workforce Development Project Manager

Sylvia Sanders is the Workforce Development Project Manager for the Arizona Association of Health Plans (AzAHP) and a Coding Documentation Liaison for M Health Fairview. She is an experienced health information manager, technical pioneer, and an avid educator. Sylvia has multi-specialty and setting experience in leading solution-oriented methodologies, developing professional development & performance improvement initiatives, implementing quality assurance & efficacy measures, and facilitating virtual higher education and adult training & learning programs. She specializes in strategic analysis, critical thinking, and organizational communication & collaboration, with advanced knowledge in healthcare operations, revenue cycle management, and organizational compliance. She has a B.S. in Health Information Management (HIM) and maintains two American Health Information Management Association (AHIMA) credentials, two certificates from the Association for Talent Development (ATD), and one Information Technology (IT) project management certificate. Communication, feedback, and accountability are three characteristics that Sylvia believes are essential to impactful comprehension, continuous improvement, and professional development. When she is not supporting the team, Sylvia enjoys rock collecting and kayaking.

Yvette Tucker

Workforce Development Administrator

Yvette Tucker is the Workforce Development Administrator for Arizona Complete Health. In her role, she collaborates with system partners, health care providers, and communities across Arizona to drive effective change in the workforce. She is an innovative leader that takes a consultative approach toward enhancing organizational effectiveness and is committed to improving the learning process- which has been a driving force throughout her two-decade career in Learning & Development. Yvette is enthusiastic about developing life-long learners, leadership development, and leading diversity, equity, & inclusion (DEI) initiatives. Yvette holds a Master of Arts degree in Adult Education, and her expertise includes adult learning theory, distance learning, and application of instructional design strategy. She has strong knowledge and background in program management, course development, and training facilitation. As an active member of the Association for Talent Development (ATD), Yvette continues her own professional development to build her knowledge of the dynamic talent management landscape. Outside of work, Yvette’s passions include traveling the world and attending food, music, and cultural festivals.

Mark Faul

Workforce Development Administrator

Mark Faul is the Workforce Development (WFD) Administrator for Heath Choice/BlueCross BlueShieldAZ and has been involved in WFD since 2018. He has a master’s degree in counseling psychology and in addiction counseling. Previously, Mark was the clinical trainer for a Behavioral Health provider in Maricopa County. He also was a licensed counselor for an At-Risk-Youth program for 7 years with the National Guard. (Civilian side) Mark is also a certified instructor for a number of suicide prevention and mental health workshops. Mark volunteers for his local police department on the Crisis Support Team, supporting first responders and the community.

Selena McDonald

Workforce Development Administrator

Selena McDonald is the Workforce Development Administrator at Banner Health Plans. In her 16-years as a servant leader in healthcare, she has championed systems change to improve healthcare within the community. Selena experienced a career highlight through the formation of strategic collaborations to implement innovative solutions to workforce gaps, including leading the statewide training curriculum updates for Direct Care Workers, the implementation of AZ Healthcare Careers, and workforce data collection efforts across AZ which gathered feedback from over 24,000 healthcare employees across the state. Selena has previously served as a Health Educator, Case Manager, and Population Health Management Administrator. She holds degrees in Health Sciences with a focus on Community Health Education and Public Administration with an emphasis on Healthcare Management. She also holds certificates in Project Management (PMP) and Integrated Talent Management. Outside of work, Selena enjoys traveling and board games with her family.

Celenia Perez

Division of Developmental Disabilities

Workforce Development Manager

Celenia Perez is the Workforce Development Manager for the Division of Developmental Disabilities at the Arizona Department of Economic Security. In this role, she oversees the development and implementation of the Division's Workforce Development Plan, manages the subcontracted Health Plans' workforce development activities, and supports the Network Team in monitoring gaps in the provider network. Her responsibilities also include data analysis of the provider workforce, providing technical assistance, and disseminating information across various platforms. Celenia collaborates closely with AHCCCS, Long Term Care Managed Care Organizations, contractors, provider organizations, and stakeholders to ensure that members receive services from a workforce that is qualified, competent, and adequately staffed. Celenia began her career with the Division in 2020 as a Support Coordinator before advancing to the Workforce Development Specialist and eventually her current role. She holds a Bachelor's degree in Social Work from Arizona State University and a Master's in Healthcare Management from the University of Arizona.

Michael Tripp

Manager, Workforce Development Administrator

Mike Tripp is the DD & DCS CHP Workforce Development (WFD) Administrator and Manager of Provider Workforce Development and Design at Mercy Care. Helping individuals grow and develop professionally has been at the center of his 27-year career in Training, Talent and WFD, although his contribution to the healthcare sector started 36 years ago while working in group home management. A distinguished career honor was being asked by the Department of Defense (DoD) to regularly co-facilitate Active-Duty TRICARE Sessions with their National Training Team. Closer to home in Arizona, he has co-led multiple statewide healthcare provider WFD initiatives. He is a Certified Professional Coach (CPC) and a long-term member of the Association for Talent Development (ATD) where he has been published by their TD Magazine, as well as contributed to podcast and conference panel discussions. His strengths include a healthy appreciation for coaching, creating value learning cultures, adult learning approaches, innovation, out-of-the-box thinking, and strategy, while serving as a lead to drive successful, impactful TD/WFD projects. Away from work, Mike is active in hiking, travel, organizes a Active-Duty TRICARE group, enjoys all things British, and is a dog enthusiast.

Senior Manager - Workforce Development Administrator

Sarah Hauck is a dedicated professional serving as the Senior Manager and Workforce Development Administrator at Mercy Care. Her healthcare journey began by working with individuals diagnosed with intellectual and developmental disabilities. Over time, she transitioned to support adolescents struggling with substance use. Throughout her professional journey, Sarah discovered her true passion for helping healthcare agencies thrive in the realm of workforce development. Sarah’s educational background includes a Master of Science in Counseling Psychology from Arizona State University and a Bachelor of Science in Psychology with a minor in Biology from Indiana University: Additionally, she holds a Certificate in Project Management. Sarah actively contributes to various workforce development entities, including the Arizona WFD Coalition and the Association for Talent Development (ATD), among others local and national organizations. Outside of work, Sarah enjoys hiking, practicing yoga, traveling, creating art, and spending quality time with her pets and loved ones.

Joe is a dedicated Enterprise Client Success Manager (CSM) at Relias, with a passion for driving client satisfaction and business growth. During his 5-year professional journey at Relias, Joe specializes in managing and optimizing client experience for large businesses, ensuring their goals are not only met but exceeded. Joe's approach is centered around deep collaboration, proactive problem-solving, and relentless dedication to delivering value. In his first year as a CSM at Relias, Joe was awarded with the Enterprise Client Success Manager of the Year award for my outstanding performance. Throughout his four plus years at Relias, his commitment to collaboration and proactive problem-solving has consistently led to valuable contributions. His ultimate goal is to be a trusted strategic advisor and partner for his clients, ensuring their satisfaction and growth while contributing to the bottom line. Joe holds a Bachelor's degree in Physics with a minor in Mathematics from North Carolina State University. Outside of work, Joe enjoys time with his wife and two kids, playing music/guitar with his friends, and enjoying recreational outdoor activities near the water such as kayaking and fishing.

The WFD Advisory Committee of leaders, stakeholders, and experts provides guidance and direction on strategic items important to the ongoing partnership and success around the use of Relias solutions and services, as well as Workforce Development initiatives.   

This Committee is responsible for maintaining working relationships and alignment with statewide goals and objectives, as well as providing input to AHCCCS on policies and initiatives related to Workforce Development.

Jessica Young

Jessica Young is the Human Resource Manager at Crossroads Inc. in Phoenix, Arizona. She started her career in healthcare in 2008 and moved into the HR field in 2017. With a degree in Healthcare Administration from the University of Phoenix, she has developed a passion for helping people, which she has been able to transfer into her HR work at Crossroads. In 2022, she became certified as a Professional in Human Resources (PHR) and became a Notary Public. She is an active member of the Society of Human Resource Management (SHRM) and attends yearly conferences to stay up to date with HR trends and best practices. Outside of work, Jessica enjoys reading, watching football, and spending time with her family and pets.

Josette Sullins

Dehp® Therapeutic (“Dehp®”) founded in 2014, has Licensed Intensive Out-Patient clinics paneled with AHCCCS, TriWest and commercial insurance. DEHP specializes in Lived Experience, Veterans, Justice Involved, Acute Trauma, PTSD, and Substance Abuse. The 2019 Independent Review Board Preliminary Investigation conducted by the late Dr. Bob Bohanske, reported the Dehp® Integrative Treatment (“dIT”) had an overall Reliable Change Score (“RCS”) of 82% on average of 5.6 sessions in 38.8 days. dIT is a specific series of proprietary applications that reinstate the necessary neuro-somatic interaction needed to process stress, trauma, compound trauma and life experiences in general. In 2020, Josette was awarded the Mercy Care RISE Award for Individual Innovation in Healthcare in Arizona. In 2020, the AZ Department of Veteran Services awarded Dehp® in cooperation with Health Choice, and Southwest Behavioral & Health Services, a $450,000 grant to train 105 Arizona Therapists in the dIT method. Training will continue in 2025.

Mindy Green brings over 23 years of dedicated experience in the behavioral health field to her role as Learning Manager at Devereux Advanced Behavioral Health. Throughout her career, Mindy has gained extensive expertise in the provision of foster care services and now leads employee training initiatives to ensure a high-performing workforce. Mindy holds both a Bachelor’s and a Master’s degree in Education and is currently pursuing a Master’s degree in Human Resource Management. A proud Tucson native and avid Arizona Wildcat fan, Mindy is deeply committed to her community. She actively volunteers as a youth soccer coach and is the proud parent of four children, alongside her supportive husband. Mindy is honored to join the AZAHP Workforce Development Advisory Committee and looks forward to contributing to the advancement of workforce development in Arizona.

Erin Teach is the Workforce Development Manager at Family Involvement Center. Erin has worked in various roles in social services for over twenty years including community outreach, coordination of services for children and adults with developmental disabilities, leadership in foster care and adoption, as well as workforce development. Her greatest accomplishments have involved grant writing and the award of several grant programs: Through the U.S. Department of Housing and Urban Development the grant provided wraparound services for adults with developmental disabilities; The Arizona Department of Child Safety awarded several foster care programs providing family connection and preservation services; and currently a second 4-year award by the Health Resources and Services Administration giving parents in recovery the opportunity to gain college credits in social work and an apprenticeship in parent peer support. Erin has dedicated her career to supporting children, adults and families. She holds a master’s degree in public policy and a yellow belt in Lean Six Sigma.  She loves spending time with her boys and doing yoga.

Jessalyn Ireland is the Training & Development Manager at Focus Employment Services, with 10 years of experience in social work and a commitment to strengthening Arizona's workforce. She holds a Bachelor's Degree in Education from Arizona State University and has worked with many diverse and vulnerable populations. Jessalyn started her career as a direct provider and now specializes in designing workforce development plans and training programs that empower providers to deliver high-quality care and meet the unique needs of individuals with disabilities. Her holistic approach to training helps her organization address evolving workforce challenges and improve client outcomes across the state. Outside of work, Jessalyn enjoys HIIT workouts, learning about nutrition, and baking – activities that keep her energized and balanced.

Christen Chapman

Christen Chapman is the General Manager of Kaibab Behavioral Services, specializing in HR and operations for small businesses. Known for creating efficient systems and providing compassionate support, she believes in giving every employee a voice and creating a safe space for open dialogue. Christen’s most meaningful insights often come from one-on-one time with her team, where she values listening and proactive problem-solving. She’s proud to have launched Kaibab’s first new hire orientation program, maintaining a 95% satisfaction rating from those she’s onboarded. With a Psychology degree and a minor in Philosophy, Christen brings an empathetic and methodical approach to management. Outside work, she collaborates with a life coach and attends Tony Robbins seminars to fuel her commitment to personal growth. She also loves to go for walks with her fur babies, Sadie and Chessie. New to healthcare, Christen is eager to apply her skills in an industry where she can make a significant impact.

Alejandra Parra

Alejandra Parra began her career in business, but after relocating to Flagstaff to engage more deeply with her religious organization and found a meaningful path in behavioral health. Over the years, she has worked directly with members, from handling billing processes to providing interpreting and teaching support. Alejandra is proud to serve as the Training and Development Coordinator in Human Resources at The Guidance Center and will be coming up on her 12th anniversary at TGC! In this role, Alejandra is dedicated to developing impactful training programs and resources that empower our employees to grow and advance in their careers. She holds certifications as a Mental Health First Aid (MHFA) and American Heart Association (AHA) trainer, is an active member of SHRM, and collaborate closely with local law enforcement to support CIT (Crisis Intervention Team) training. Alejandra truly values their close-knit community and is grateful for the opportunity to build connections and foster growth for her team and those that they serve. Living in beautiful Northern Arizona, she enjoy hiking and traveling with her husband, their two boys, and their two beloved pets. Passionate about workforce development, Alejandra looks forward to creating and refining training programs that will support and inspire future generations in her community.
