About The Workforce Development Alliance
The AzAHP Workforce Development Alliance (AWFDA) is comprised of all the AHCCCS Complete Care (ACC) & Regional Behavioral Health Authority (RBHA) plans in Arizona. The Alliance serves as a single point of contact for the shared provider network that includes Arizona Complete Health, Banner University Health Plans, Care 1st, Molina Healthcare, Mercy Care, Health Choice Arizona, and United Healthcare Community Plan.
We are dedicated to working with Relias, the Arizona Health Care Cost Containment System (AHCCCS), and health care providers, members, and communities to drive long-lasting and effective changes in workforce development and outcomes.
To achieve this vision, we are collaboratively assisting health care providers with a transition from a prescriptive and compliance-based system to a more autonomous, integrated, and competency-based system.
To evaluate, monitor, and support the development of the capability, capacity, connectivity, culture, and commitment of our provider workforce.
Meet Our Team
Arizona Complete Health
Rodney D. Staggers Sr is the Senior Manager of Training & Workforce Development and Provider Communication at Arizona Complete Health (AzCH). Rodney has overseen training for AzCH since 2006. Rodney manages Master Level Clinical Provider Trainers as well as instructional design. Rodney is a certified Adobe Captivate, Premiere Pro, and Presenter Specialist, as well as specializing in the authoring tools of Articulate, and GoAnimate. Rodney is certified Mental Health First Aid instructor in Adult, Youth, Public Safety, Older Adults, Higher Education, Veterans and their Families and Rural. Rodney has presented often at the Relias User Conference on Blended Learning and Provider Compliance.
Banner University Health Plans
Selena McDonald is the Workforce Development Sr. Manager for Banner—University Family Care (B-UFC). In her current position, Selena is responsible for coordinating and overseeing contractually required Workforce Development activities and initiatives. Before joining B-UFC in 2018, Selena served in multiple roles within the physical and behavioral health system, including Health Education, Case Management (DDD & ALTCS), Population Health Management and Workforce Development. Selena received her Bachelor’s degree in Health Sciences with an emphasis in Community Health Education from The University of Arizona in 2007, and her Master’s degree in Public Administration with an emphasis on Health Care Management from Grand Canyon University in 2014.
Care1st Arizona Health Plans
Mark has been the Workforce Development Administrator for Care1st since October 2018. Previously, he worked for a SMI provider in Maricopa County as the Clinical Workforce Development Manager. Before that he was employed by the Department of Emergency and Military Affairs as a counselor for an At-Risk-Youth program focusing on teens who dropped out of school. Mark is on the Gilbert Police Crisis Support Unit as a volunteer and assists in some trainings for first responders. Mark has taught as an adjunct faculty member for the National Challenge Institute in New Hampshire and in Colleges in Myanmar (Burma). He also facilitates A.S.I.S.T., SafeTalk (Suicide Prevention) Adult and Youth Mental Health First Aid. Mark is a licensed counselor and has a Masters in Counseling Psychology and a Masters in Addiction Counseling.
Health Choice Arizona
Amanda Steavenson is the Training & Workforce Development Coordinator for Health Choice Arizona (HCA). Her main role is to collaborate with AHCCCS, partnering Health Plans, and Providers to ensure Members receive services from a workforce that is qualified, competent, and sufficiently staffed. Mrs. Steavenson has been in the Behavioral Health system in Arizona, in multiple roles, since 2009. For the last 8 years, prior to coming to HCA, she engaged in direct care work with youth & adults, as well as training and organizational development at the provider level. Mrs. Steavenson received her Bachelor’s degree in Psychology & Criminology/Criminal Justice with an emphasis in Juvenile Psychology and Criminology from Northern Arizona University; and her Associates’ degree in the Social Arts from Yavapai Community College.
Britt Carlson is the Workforce Development/Supported Employment Administrator for Magellan Complete Care of Arizona. Britt’s unique experience of over 10 years of direct service with the most vulnerable populations and her commitment to ensuring every individual, regardless of circumstance, has the opportunity to thrive and succeed makes her uniquely qualified to not only help the members she serves but also play a key role in transforming the system of service delivery. On a personal level, Britt is passionate about all things Chicago sports – Bear Down!
Sarah Hauck coordinates and oversees Workforce Development activities for Mercy Care, and the broader Arizona Association of Health Plans (AzAHP) Workforce Development Alliance team – a statewide collaborative for Arizona’s health plan providers. She leads across these organizations to identify need gaps and develop specialized learning strategies to improve organizational performance. These include the creation of state-of-the-art, performance-based training and educational tools, as well as continual analysis of programs and initiatives to ensure maximal performance and ROI.
Sarah also coordinates and oversees Workforce Development activities for the Arizona Association of Health Plans’ Workforce Development Alliance team, which is a statewide collaborative for Arizona’s health plan providers. Her work includes the development and implementation of learning standards, tools, templates, and reporting requirements. She is an expert facilitator in numerous course topics, including cultural competency, trauma informed care, assertive community treatment, and family psychoeducation.
Sarah began her career in Bloomington, Indiana, as a direct care provider to children with behavioral and emotional special needs before expanding her work (and moving to Arizona) to include individual, group, and family therapies. From there she took on rapidly expanding responsibilities, managing training and Workforce Development programs benefitting Arizona’s communities. Sarah holds a Master of Science in Counseling Psychology from Arizona State University and a Bachelor of Science in Psychology (with a minor in Biology) from Indiana University.
UnitedHealthcare Community Plan
Layla Bishop is the Workforce Development Administrator for UnitedHealthcare Community Plan (UHCCP). In her current position, Layla works on WFD initiatives for ACC, ALTCS, and DDD contracts. Her position includes actively collaborating with community stakeholders and providers to develop, strategize, coordinate, and implement WFD initiatives across Arizona. Before joining UHCCP Layla worked in the healthcare field for over 20 years. She started her journey as a direct care provider, working her way into management, and then Training and WFD. Layla received her Bachelor’s degree in Psychology with a minor in Law from Arizona State University. Layla has a passion for suicide prevention and is the Chair of the Arizona Suicide Prevention Coalition Training Committee. She is also a facilitator of ASIST, safeTALK, and YMHFA.
Arizona Association of Health Plans
Ryan Ouimette is the Workforce Development Site Administrator for the Arizona Association of Health Plans (AzAHP) Workforce Alliance. Ryan has also been a part of the AZAHP’s team of consultants for the past three years working directly with Deb Gullett to assist in the Association’s operations. Ryan focuses on providing administration for the Alliance, incorporating various IT and logistical solutions. Prior to Ryan’s time with the AzAHP, he spent seven years at the Arizona House of Representatives in operations-related roles. Ryan graduated from Arizona State University with a Bachelor’s degree in Business-Sustainability in May of 2019.
